Most Facebook access bugs are really a layer mismatch

When something "does not work" on Facebook, it is usually not a bug — it is access sitting in a different layer than you expect. Page access granted at Page → Settings → Page access and access granted through Business settings track separately, so a person can look present in one place and missing in the other. And Ads task access on a Page is not the same as a role on the ad account: someone can be allowed to run ads yet unable to touch billing or the ad account itself.

So before assuming a change failed, check where you granted it. Full control is the only level that can add or remove people or change the Page, so if an action is greyed out, the account is probably on Task access, not Full control. Name the layer, confirm the role, and most "it is broken" reports resolve themselves.

Facebook access problems — common questions

Two usual causes: they have Task access when they need Full control, or they were added in one pathway (Business settings) while you are checking the other (Page → Settings → Page access). Confirm the exact task they need and that they accepted any pending invitation.
