YouTube recovery is really Google Account recovery
A YouTube channel has no login of its own — it sits on top of a Google Account. So when you are locked out, the thing you are actually recovering is that Google Account, through Google's recovery flow at accounts.google.com, not a YouTube-specific button. Get back into the right Google Account and the channel comes with it.
Whether the channel is a personal channel or a Brand Account changes what is possible. Channel permissions (manager, editor, viewer) work on both, but they only ever grant access — they never grant ownership. If the sole owner of a personal channel loses their Google Account, no manager or editor can reclaim it; recovery runs entirely through Google Account recovery. A Brand Account is the exception that gives you options: it can carry a second owner and a backup owner, so ownership can survive one person losing access.
