How to tell access from ownership
Access means your assets are in your Business Center and the agency is a partner. You can remove them and keep everything. Ownership means the assets — the ad account, the Shop, sometimes the TikTok account itself — were created inside the agency’s Business Center, or the account’s login and recovery belong to them. Remove the relationship and you lose the assets.
A quick test: open your own Business Center and look at your assets and partners. If your ad account and accounts appear as your assets, with the agency listed as a partner, you are in control. If you cannot find your ad account in your Business Center at all — because it lives in theirs — that is the warning sign.
Why it happens
It rarely happens maliciously. During onboarding, an agency spins up an ad account or Shop quickly, inside their own Business Center, because it is easiest for them. You get access and everything works — until the relationship ends and you realise the assets, and sometimes the ad spend history, are theirs to hold.
The fix is structural: make sure the assets you rely on are owned by your Business Center, with the agency added as a partner. If they are already on the wrong side, reclaiming them is possible but takes deliberate steps.
